This picture was taken of the Virginia Cascades located between the Norris and Canyon Village of the Yellowstone National Park, Wyoming. A one-way road provides access to the North side of the Cascades. Notice the direction of the water as it flows over the rocks.
It does seem to swirl on it's way down over those flat rocks you mentioned.
